Teresa Eliopoulos is the Policy and Strategy Lead at EdReports, where she supports the organization by analyzing the PK-12 instructional materials policy landscape and leveraging market insights to shape strategy across teams. In this role, she partners with colleagues and external stakeholders to ensure EdReports’ review processes anticipate emerging trends, align with strategic priorities, and strengthen access to high-quality instructional materials for all students.

Teresa brings extensive experience in education policy and strategy, with a strong track record of supporting states, districts, and organizations in designing, implementing, and evaluating initiatives that strengthen college and career readiness. Prior to joining EdReports, Teresa served as a strategic policy consultant, advising clients on innovative approaches to systemic challenges in public education. She also worked at Achieve, where she supported national and state efforts to advance college- and career-ready standards, strengthen instructional materials policy, and build partnerships to drive systemic change.

She earned an M.A. in Public Policy from American University and a B.A. in Law and Policy from Dickinson College. Based in Loudoun County, Virginia, Teresa enjoys exploring D.C.’s museums, sipping vanilla lattes, and cheering on the New York Giants.
